According to the explanatory introduction, the law introduces measures to streamline the administration, seeks to streamline the disciplinary law, abolishes memorandum settings, which affected the rights of civil servants, introduces measures to accelerating procedures and combating bureaucracy, in particular with e-government procedures, reconstitutes services sectors which were abolished, without prior evaluation procedure.
