Purpose of this law is to introduce the principle of open availability of documents, information and data in the public domain, the definition of terms, conditions and methods of facilitating the implementation and adaptation of national legislation with the provisions of the 2013 / 37 European Parliament and Council.

This chapter introduces the principle of open disposal of documents, information and data in the public domain (open by default), replacing the current arrangement whereby access to public information requires application of the person concerned. All this with the reservation of the protection of personal data and privacy of citizens.

The open availability of public data greatly enhances transparency and accountability in the public sector, within the context of the overt action of the administration. At the same time, it can lead to economic benefits, either, directly, from services developed with open data, or from additional income generated by the new jobs created.
